The Founding Of Modern Israel
The Balfour Declaration was the first instance of a world power (actually a world empire at that time), pointing the way to a new Israel. (For more information on the Balfour Declaration, try Barbara Tuchman's most excellent book, Bible And Sword.) The American Congress' endorsement of the British declaration was the next world power seconding
the motion. And finally, Truman's recognition of Israel was the new world power affirming what had actually happened in Palestine.

Resolved by the Senate and House of Representatives of the United States of America in Congress Assembled.
That the United States of America favors the establishment in Palestine of a national home for the Jewish people, it being clearly understood that nothing shall be done which will prejudice the civil and religious rights of Christian and all other non-Jewish communities in Palestine, and that the holy places and religious buildings and sites in Palestine shall be adequately protected.

U.S. Recognition Of Israel
The recognition of Israel is fundamentally different from the Balfour Declaration and the American Confirmation. As a result, its numbers require some background explanation.

The recognition of Israel is the only document where we can easily see its progress. The initial draft had words crossed out, words added, and even a signature to approve the changes. This work in progress

The initial draft of the recognition read as follows:
This government has been informed that a Jewish state has been proclaimed in Palestine, and recognition has been requested by the Government thereof.
The United States recognizes the provisional government as the de facto authority of the new Jewish state.
This original draft had 40 words, 146 letters, and a numeric total of 6463 (23 x 281). It was not divisible by 7 or 13. The factor 23 in the numeric total is the number of a human being (23 pairs of chromosomes). This could be interpreted as something done by Man and not God.

This statement has 41 words, 152 letters, and a numeric total of 6595 (5 x 1319). Again this is not divisible by 7 or 13. In this case, even the factor of 23 disappears.
Israel could have been reborn in many ways. The British could have enforced the Balfour Declaration. The Americans could have done it when the British backed off. Perhaps even the Arabs in Palestine could have welcomed Jewish immigration and done it themselves. And of course, God could have directly taken a hand, producing a miracle. Each possibility would have different good or bad consequences and endings. In the same way, variants of the recognition of Israel were also possible.
In his memoirs, Clark M. Clifford (Special Counsel to President Truman) indicates that the name Israel
was almost a last minute addition. Prior to modern Israel’s rebirth in May 14, 1948, the Jewish state had no name. (See: Mr. Clifford’s memoirs (accessed: Sept. 28, 2012).) Mr. Clifford was under the impression the name might be Judea

In this case, the numeric total would have been 6166 (2 x 3083). Once again 7 and 13 do not appear.
If the numbers in the BD, and AC were signs of God’s plan to bring Israel back, why is the RI numerically empty? Was God not pleased? Did He not approve? God did not approve the way violence was used, and He was not pleased with the result. Religion, the documents themselves, and history all agree with the lack of numeric features and give the same answer. The BD and AC both insisted on non-Jewish protection. This principle was ignored by men even while they claimed to hold it. And violence continues today.
This does not mean everything was ruined. The potential of Israel is still there. There is hope, but it probably has to do more with God than with people. This possibility appears in the numbers if a single letter is changed in the final draft. Israel

, the Hebrew name for Jesus. Until Israel returns to God and Jesus, the promise and potential of Israel will remain unrealized.
There remains one final numeric version. As noted in the beginning, President Truman signed the draft to approve all the changes. Of the three documents, it is the only one bearing a signature. Truman was the sole authority in issuing the recognition of Israel, and he went against many of his own advisers in doing so. His name and title, oddly enough, are divisible by 7 in themselves. Adding his name, and title to the RI does not change its divisibility by 7. (Leaving his name and title out doesn't change anything either.)

According to Mr. Clifford, the recognition of Israel was due to President Truman’s deep religious and moral convictions. And because the President withstood strong opposition from his own administration, the version with his name and title, is the one used in the rest of this study.

Each of the three documents has a numeric total divisible by 7: 10542, 10563, and 7868.
The text of the RI was changed by this author, but the real change is only in one letter Ysrael
(instead of Israel
). The phrase President Harry S Truman
is divisible in itself by seven. Its inclusion or omission would not change the divisibility by seven of the recognition text.
The three documents together would have a numeric total of 28973.
28973 is equal to 7 x 4139 [first level]. The sum of the factors (7 + 4139): 4146 = 2 x 3 x 691 [second level]. The sum of the 2nd level factors: 696 = 2 x 2 x 2 x 3 x 29 [third level]. The sequence of factors goes through seven levels and ends at seven.

Revelation 1:8 I am Alpha and Omega
1.In God’s declaration to Moses, the first and last letters of each word added together was divisible by 7. This same characteristic runs through all three documents.

(Sum of letters neither first nor last: 10542 - 6370 = 4172 = 7 x 2 x 2 x 149. This is natural since the whole passage already has a sum divisible by 7.)
The sum of the first and last letters has two features of 7, and a 13 (the number associated with the name of THE LORD). This matches Exodus 34:6-7.
Where the BD does not match Exodus is that the first and last letters individually are not divisible by 7. Why? Exodus 34:6-7 was God’s own proclamation about Himself, but the BD is not about God. The BD is about one of His plans, and in 1917 not a concrete fact. Thus the beginning and end letters of each word must stand together as one whole. They cannot stand alone. Standing alone would be a partial plan.

The AC borrowed heavily from the BD. Where the BD was the hope for a Jewish home, the AC was an echo with more conditions. If the BD could be considered within God’s plans, the AC was more a plan by men. Again the first and last letters individually have no feature. Together they produce two 7s, but no 13.
The disappearance of 13 parallels the deterioration in human affairs. The BD started with great promise, but Britain began backing away from it. The AC was issued 5 years after the BD, at a time when Britain’s paralysis concerning Palestine was increasing. Unfortunately, the US government made it clear, the AC didn’t obligate them to do anything either.

The RI was a concrete event, not simply an intention or best wishes
like the BD and AC. More features are found. The first and last letters are individually divisible by 7, standing by themselves or together, showing that God was behind it from the beginning to the end. What God said He intended, He would finish.
To ensure we cannot mistake God’s intent, the factor 13 (related to the Divine Name) appears with the first and last documents.

Looking at the three documents individually, the features appear inconsistent.
In the BD, only the sum of the lowest letters produces a feature. High and low have to be combined (positions with positions, and letters with letters), before two features appear. The positions are divisible by 13, and the letters are divisible by 7.
Again in the AC, only the sum of the lowest letters produces a feature, but it is a factor of 7, not 13 like the BD. This time, combining high and low (positions or letters), produces nothing.
The RI is different from the previous two. In this case, the highest letters and positions both produce the factor 13 while the lowest letters produce nothing. The letters in the high category produce two 13s.

The first two documents were statements of human hope. This may be why only the lowest letters (and not their positions) produce features. (Low
also equates with the fallen status of humanity.) And as men are inconsistent (Britain failing to follow through, and America making it clear they were under no obligations) the features are inconsistent (a 13 and a 7). Nothing appears in the high category for the first two documents.
High and low have to be combined for features to appear in the first document. The BD, being the first official expression of support for Israel’s return was a coinciding of God’s will and men. But the paucity of features in the middle document show where God and men diverged. This could mean God was no longer actively involved.
The recognition of Israel is in response to a concrete fact (the re-birth and realization of Israel). Facts are not inconsistent, so features appear both for positions and letters, and both yield factors of 13. The letters, which carry more meaning than the positions, yield two factors of 13 (4225 = 5 x 5 x 13 x 13).
The fulfillment of God’s plan is seen only when the entire picture (all three documents) is considered. The fact that individual documents show nothing for the high category, except the last one, while some features appeared for the low category (again excepting the last document) tells us men’s efforts failed, but God’s plan succeeded. Men were actually disappointed. After the brief euphoria of Israel’s return, it became apparent there now were even more problems.
Also intriguing is the numeric feature of 13 and not 7. Seven might lead people to think everything was complete. 13 at least leaves it open, and yet directly related to God.

The American declaration came five years after the Balfour Declaration. It was not a word by word reiteration. Specific mention is added for religious sites and Christian communities. The US Congress also made it clear they were not obligated in any way to do anything about it. A statement from the House Committee on Foreign Affairs states, expresses our moral interest... (and) commits us to no foreign obligations or entanglements.
(Timetables Of Jewish History, page 379, column B) This difference explains why the sum total here is not divisible by 7. Nevertheless, the factor of 13 assures us this remains God’s intent.
No feature appears for the even positioned letters of the American endorsement. The complications of non-Jewish communities and religious sites, will be and are a test for Israel.
[RI]
No features appear for the sums of all the odd (or even) positioned letters (or words). Israel is not an eternal entity. There was a time Israel did not exist. There were times after the Babylonians and Romans that it did not exist, and in the far future there will also be another time it will not exist. It should not be expected that the recognition of Israel would bear a feature similar to the eternally present God.
The three documents show what happened in history. The original idea of restoring Israel coincided with God’s will and bore the most features. A fundamental shift occurred five years later with the American document, and a corresponding change appears in the numbers. They are also not as consistent. Finally, in the recognition of Israel, the numbers disappear. Since God does not change, this indicates a change in human intent. Any failure concerning Israel is due to misguided human intentions.

Note the deterioration as the documents progress. The Balfour is the only document yielding a 7 and a factor of God’s Name (i.e. God’s original perfect intent). In this fallen world, perfection is not attainable, so the 7 disappears in the next two documents, even though God’s original intent remained.
5.In Exodus 34:6-7 (EXDN.26) God could be represented with the number 1. This single digit appears in the letters 1, 10, and 100. The letters found, and their positions both had features. The positions were divisible by 7 three times, and the letter values were divisible by 13 (YHWH). Applying this to the three documents we find something different:

Each document has different features in the letters (BD and 7, RI and 13), and the positions (AC). The BD has two 7s, and the RI has two 13s. The [AC] has one 13 in the positions.
The two 7s in the BD might be said to represent the perfect idea of Israel being reborn. The single 13 in the AC (the middle document) would appear as a deterioration. Human complications intruded (non-Jewish communities, religious sites, etc). The two 13s in the final document emphasize the Name. This is God’s purpose, and it will be fulfilled perfectly later.
Does this mean God meant Israel to be the sole occupant of Palestine? Does the lack of features in the middle document mean Muslims and Christians (along with their mosques and churches) are the problem and to be removed? Such a reading of the numbers would be contrary to the meaning of the actual text of the Balfour and American documents. It would also contradict other numeric features (see next feature). Non-Jewish communities were to be respected. Religious sites were to be protected. What the numbers do tell us is that the way people think about religion, race, culture and rights, and how they try to balance them fails.
6.YHWH in Hebrew has a numeric value of 26. Thirteen is a basic factor of 26. If God is behind an event, or document, 13 and or 7 should be expected to show in the letters and in the position of the letters (i.e. the structure of the passage). One way of combining the letters and the positions is to see where a specific letter appeared within the passage.

The BD displayed two 13s, indicating Israel’s rebirth was definitely in God’s plan. In this case, the AC retained a thirteen and also had a seven. The amendments in the AC concerning non-Jewish peoples and religious sites was also meant to be included in order for everything to be complete. The fact that neither the BD or AC were successfully adhered to shows up in the total lack of features for the RI.
Does the lack of numeric features in this case mean the recognition of Israel should be rejected? Again this would be a premature conclusion. Such a conclusion would negate the previous feature. What we can say is that God’s full approval is not present with the current state of affairs. Israel was reborn, and this is in God’s plan, but the plan is not yet complete. Human failure has much to do with it.
7.Each of the three documents can be scanned in search of the English equivalents of the Name’s letters. Where a letter is found, the position is noted, and the search for the next letter continues from that point. The positions noted are then added.

. Odd and even can be applied to the letter values, or to the number of times a letter appeared. If this is applied to the letter values, less than half the letters would fall in the odd category, since the numeric setup assigns only even numbers past 9. We look at the number of times a letter appears in a document. This allows the text itself (rather than the numeric schema) to determine which letters to examine.

The inconsistent appearance of features in each individual document would imply this is due to the mathematical odds. But when they are taken together, we see one document filling in for the others. Out of 15 attempts, seven produce totals divisible by 7. If this really was due to the odds, there should only be two, not seven.
11.The key phrases in each document are also a numeric feature.
The first 31 words in the BD cover 109 letters, and form the main part of the sentence.
His Majesty's government view with favour the establishment in Palestine of a national home for the Jewish people, and will use their best endeavours to facilitate the achievement of this object
The total of this phrase: 4417 (7 x 631).
This leaves 46 words, or 130 letters for the remaining section: 6125 = 5 x 5 x 5 x 7 x 7.
Other numeric features can be found in the most important part of this phrase. The main thought covers twelve words (the 7th to 18th): the establishment in Palestine of a national home for the Jewish people
. The total of these words: 1330 = 2 x 5 x 7 x 19. The letter positions range from the 26th to the 65th. The sum of these positions is 1820 (2 x 2 x 5 x 7 x 13). Note how the phrase begins at the 26th letter (a factor of the Divine Name), and ends at the 65th letter, which also is divisible by 13. The first and last 7 letters of this phrase: 250 + 275 = 525 = 3 x 5 x 5 x 7.
The AC does not have a larger phrase. But it does have the exact same phrase, the establishment in Palestine of a national home for the Jewish people

It sits in different word and letter positions, and as a result does not exhibit all the features as the Balfour.
The most important item in the RI is the fact that a Jewish state has been proclaimed

Israel
has been changed.The

had no features. Features only appear when the RI is changed. Where the absence ofIsrael
initially produced features, here the presence ofIsrael
does not. Israel has to be changed, and the document amended for features to appear.
This parallels what actually happened in history. Israel was the work of men, allowed by God’s plan. Its modern rebirth does not have God’s full approval. That is why the numeric features appear in the BD and AC without the actual name Israel
.
This does not mean Israel falls under God’s disapproval. Nor does it mean history should be rolled back and Israel removed from Palestine. That interpretation would negate text of the BD and AC for a Jewish home (a home which in itself does have numeric features).
The numbers tell what could have been, or perhaps what will be. Israel has the potential to be a blessing, not only to the Middle East, but to the world. Israel must change first. The attainment of this great potential probably lies more with God than with what men can do. Afterall, it was men who messed it up.
