The Structure Of History
Genesis chapter 10 records the sons of Noah spreading out after the flood, populating the earth and becoming nations. The chapter is not just a list of names showing how the ancient Hebrews understood their world. It shows the structure of history. God has a hand in the birth of nations, and in their completion (or end).
When the Most High gave to the nations their inheritance, when he separated the sons of men, he fixed the bounds of the peoples according to the number of the sons of God. (Deuteronomy 32:8)1
Numeric features in Genesis 10 show the truth of Deuteronomy 32:8. There is a plan, and God is master of time. (The Hebrew of chapter 10 is given below.)

Conclusion
There is an orderly numeric arrangement behind the words of Genesis 10. If God can do this with the descent and names of tribes and nations, this shows God is in ultimate control, even though the world political scene might appear chaotic. But God does not have to do anything in order to be in control. All He has do to is watch and wait (Isaiah 18:4). The spiritual laws behind the establishment of creation continue to operate.
He shall judge between the nations, and shall decide for many peoples; and they shall beat their swords into plowshares, and their spears into pruning hooks; nation shall not lift up sword against nation, neither shall they learn war any more. (Isaiah 2:4)
