I Make You As God To Pharaoh
Why didn't Pharaoh have Moses killed? His predecessor tried assassinating Moses 40 years before (Exodus 2:15; 4:19). This was the first state sanctioned killing mentioned in the Bible. What kept Pharaoh from harming Moses? Or why didn't Pharaoh just refuse to see Moses after the first few times (Exodus 10:28)? The clue may be in Exodus 7:1.
And the LORD said to Moses,See, I make you as God to Pharaoh; and Aaron your brother shall be your prophet.(Exodus 7:1)1
God placed a mark on Cain so no one would kill him (Genesis 4:15). Surely being considered as a god would be higher protection than a mark on Cain. Note that the mark on Cain didn't prevent someone from actually killing him. Seven fold vengeance would be executed on anyone killing Cain. Cain's mark was only a deterrent. What God offered Moses was something much more powerful and useful.
The pharaohs of ancient Egypt were considered as descended from the gods and were treated as gods. God’s statement in Exodus 7:1 meant no one would dare harm Moses, and people would be unable to stop him from seeing Pharaoh. This, including his past reputation, was what made Moses great in the eyes of Hebrew and non-Hebrew alike.
And the LORD gave the people favor in the sight of the Egyptians. Moreover, the man Moses was very great in the land of Egypt, in the sight of Pharaoh's servants and in the sight of the people. (Exodus 11:3)
The average life span in ancient Egypt was less than forty years. Many did not live past 35.2 Moses was 80 years old when he returned to Egypt, more than twice the norm (Exodus 7:7). His vitality even 40 years later was extraordinary (Deuteronomy 34:7). Anyone looking at Moses would see he was great.
This contrasts dramatically with Pharaoh, who was supposed to be descended from the gods, and who was supposed to be a god. Pharaoh was desperate to show he was a god. In the end he ruined Egypt (Exodus 8:24, 10:7). His constant broken word made him a liar. He was no god, and in the end hardly even a man. This is why Moses gave him a sarcastic reply, As you say! I will not see your face again.
(Exodus 10:29) The would be god king was incoherent, incompetent, and impotent.
Two words in God’s statement have to be examined. These are the highlighted words in the table below.

This is the same word used in Genesis 17:5.
No longer shall your name be Abram, but your name shall be Abraham; for I have made you the father of a multitude of nations. (Genesis 17:5)
Most Bibles do not translate this as I have made you as the father of a multitude of nations.
The Hebrew has no specific word as
just as it does not have a specific word of.
Thus Exodus 7:1 could be understood as God making Moses a god to Pharaoh in a more literal sense.
The second Hebrew word אלהים is Elohim, or gods.
God did not designate Moses as אל (El; god; singular) because this referred to Himself. God designated Moses as of gods
or as (one) of (the) gods.

Note the difference between God and Satan. The tree of knowledge is what gives humans the ability to know good and evil (Genesis 2:9). Nothing is said of becoming like God. This is Satan's lie. In Genesis 3:5, Satan tells Eve she would somehow, magically, or spontaneously become like God knowing good and evil. (Spontaneous evolution is a similar idea.) After Eve eats, she would know good and evil and spontaneously become like God. Satan does nothing, gives nothing and yet something more than just the knowledge of good and evil is supposed to happen. Here in Exodus 7:1, God says He will make Moses as a god to Pharaoh. That is how things really work.
This statement, I make you as God to Pharaoh
is unique in the Bible. It occurs nowhere else. Aside from protecting Moses, and giving him access to Pharaoh, there is a much more important purpose for having Moses as a god.
This is because God is rendering judgment on Egypt (Exodus 7:4). Egypt is being judged, and the judgment rendered is guilty! Egypt is guilty of oppression, and the blood of many Hebrew children (Exodus 1:16). It is blood guilt. Thus the very first plague is the plague of blood.
Numeric features mark the passage of God’s judgment on Egypt. It begins in Exodus 7:1 and runs to the end of 7:21. The numbers could have included the rest of the plagues, but then one would wonder why the destruction of the Egyptian army was left out (Exodus 14:13). By ending at 7:21, this covers the most important and essential part of the judgment. The remaining plagues on Egypt and everything after are because of this blood guilt.

Conclusion
God is clearly very much present and active in these events (Exodus 7:1-21). Numeric features in each level of the passage, in the verses, words and letters all flow with God’s actions. All this highlights the historic events at the beginning of The Exodus. God wants us to know what happened in ancient times.
The magicians of Egypt succeeded in duplicating the first three miracles: staves into serpents (Exodus 7:12), water into blood (7:22), and frogs from the waters (8:7). (Never mind the fact that they could only reproduce these miracles on a small scale and could not reverse them.) It would seem they should have been able to turn dust to gnats, especially if this was only a matter of sleight-of-hand. Thus there are two ways of reading (Exodus 8:18). A) For some reason, their magical arts did not include this ability. B) Something prevented them from succeeding when they should have. The first reason is not really plausible. Not having a particular ability is no reason to conclude someone who could do it was a god or had divine assistance. It might only be a matter of time before one discovered how to duplicate the feat. The latter possibility appears much more likely and explains the magicians' words this is the finger of God.
(Note: the actual Hebrew for God
is Elohim, the plural: this is the finger of the gods.
) The wise men of Egypt could normally produce gnats, but this time inexplicably failed. This was a sign of divine power against them. Pharaoh had every proof right near the beginning he was facing God, but he refused to accept the evidence before his eyes. Exodus 7:1-21 is a clear warning of the stubborn blindness that grips and traps proud rulers who think they can oppose God, or who think they are somehow special enough to be gods. The only way to be a god is if God makes you one.
